What patrol officers of the Cuyahoga Metropolitan Housing Authority Police Department frequently find on calls within the housing estates is not criminal activity, but families in potential need of social-service help. So they partnered with social-work professor Mark Singer and Mental Health Services to develop a unique referral program to address these situations.
