About the CCRS

Case Western Reserve University embraces diversity and inclusion through the civility, free exchange of ideas, and appreciation for the distinct perspectives and talents of each individual. As such, the University strives to provide services and resources to students, faculty, and staff to foster an environment where all community members are respected, valued, and free to equally take part in academic, co-curricular, and social activities.

The goal of the Community Concerns Reporting System (previously known as the Bias Reporting System) at Case Western Reserve University is to help educate and promote an inclusive community by supporting students through a clear and streamlined process for reporting incidents of perceived mistreatment, cultural/ethnic insensitivity, and bias.

Mistreatment perceived as stemming from one's ethnic identity, gender identity/expression, skin color, religion, national origin, age, disability, or sexual orientation contributes to a hostile environment and has negative social, emotional, and/or physical impacts on a an individual, group or community. We hope that by identifying such perceived incidents, through dialogue and ongoing educational opportunities, our CWRU campus community will become a leader in how to effectively improve the overall climate of our campus for students and all other constituencies.

    • Intervene in crisis moments
    • Act as an immediate support system
    • Provide referrals
    • Communicate information with campus partners
    • Document incidents
    • Create reporting structures that encourage accountability and ensure student concerns are heard

Membership Structure

Members of the CCRS Team are faculty, staff and students who are appointed annually by the Associate Vice President for Student Affairs/Dean of Students. This team is trained to respond to any incidents that are reported through the CCRS.

CCRS Operations

  • Coordinate CCRS member selection process
  • Coordination of CCRS trainings
  • Maintain online presence/ reporting system
  • Facilitate referrals and ensure follow up
  • Compile and disseminate semester and annual reports
  • Provide support/ feedback for CCRS members
  • Conduct ongoing research on best practices

Methods of Reporting

  • Single, consistent form used for all methods of reporting
  • Directed to Dean of Students

CCRS Response

  • Upon receipt of report, the dean will determine necessary processes for follow up which may include contacting the CCRS team and assigning follow up procedures or contacting university partners to disseminate information.
  • Members of CCRS will be assigned for individual follow up (as needed)
    • Responsible for conducting the student meeting and maintaining all necessary documentation
  • Reporters will be directed to CWRU police or University Health and Counseling Services if the incident requires immediate attention.


In some cases, where individuals are identified and violations of state or federal law may have occurred the CCRS may have to report those incidents to other agencies. A reporter can always contact the CCRS for more information on this process. The CCRS will take all steps possible to ensure the confidentiality of reporters and other involved parties. However, the CCRS cannot guarantee complete confidentiality of all parties in all incidents.
