The CWRU community is responsible for being aware of, and complying with, export control laws and the university’s export control instructions and procedures.

The United States federal export control laws indicate that U.S. persons and groups must not conduct business with any person or group on a government-issued restricted, blocked, or denied party list. These lists include, but are not limited to, the following:

  • Department of Commerce’s Denied Persons list
  • Department of Commerce’s Entity list
  • Department of State’s Arms Export Control Act Debarred Parties list
  • Department of Treasury’s Specially Designated Nationals and Blocked Persons list

CWRU works to ensure that its transactions related to its research, education, and service endeavors are compliant with the federal export regulations. An important aspect of this is to refrain from engaging in business relationships with a person or organization that is identified as a restricted party.

In order to prevent CWRU from making prohibited payments to persons and entities included on any restricted list, the university performs appropriate and timely restricted party screenings. These include screenings of individuals, organizations, universities, companies, and all other for-profit and non-profit groups with which the university wishes to interact.

The CWRU Export Management Program, which provides centralized resources and oversight for all export control-related activities, is responsible for communicating with the various operational areas of the university which shall conduct restricted party screening.
