Begun Professor and director of the Begun Center for Violence Prevention Research and Education, said the rise in carjackings is causing some people to re-evaluate the state's approach to dealing with teenaged offenders, scrutinizing a state juvenile system that focuses on counseling and rehabilitation. "It's a juvenile justice system issue right now," he said. "You have to take a preventative approach in a longer-term view."
