'Pay For Success’ test didn’t cut foster care stays, but did uncover lessons for reuniting black families

cleveland.com: An evaluation of a Cuyahoga County foster care program—known as Partnering For Family Success—by the Center on Urban Poverty and Community Development at the Jack, Joseph and Morton Mandel School of Applied Social Sciences found little to no cost savings created by the program after surveying and studying data from hundreds of caregivers and students.
