Chisholm Distinguished Research Scholar and professor of law, warned that the Trump administration’s deployment of National Guard troops to cities based on self-declared emergencies “conflicts with the long tradition of avoiding military entanglement with civilian law enforcement.” He said the rhetoric “sounds more like a political agenda” and “sets a dangerous precedent.”
