Fox Business: In his blog, John Stossel quotes School of Law professor Jonathan Adler on the EPA’s authority to increase regulatory controls. “These controls could represent the largest expansion of federal environmental regulation in decades,” Adler wrote, “and yet they have never been explicitly endorsed, let alone authorized, by Congress.”
