Ohioans aren’t close to getting all the answers, despite court ruling that Cleveland must refund some income taxes

Brennan Professor Emeritus of Law and adjunct professor of political science, discussed a court case—likely headed to the Supreme Court of Ohio—that found Cleveland could not reach beyond state borders to withhold wages from a doctor, who was living and working from her home in Pennsylvania. “Keep in mind, too, in 2020 the state basically said you’ve got to shut down,” he said, noting that the tax withholding provision was intended as an emergency action in the coronavirus legislation.
