CTV News: Michael Scharf, dean of the School of Law, discussed the possibility of charges of war crimes after dozens died when a Russian missile destroyed a train station full of fleeing Ukrainian civilians. “Eventually there will be indictments of generals and those in command at the Kremlin—all the way up to Putin,” he said. “The International Criminal Court is persistent and patient.”
