CTV News: Michael Scharf, co-dean of the School of Law, discussed the likelihood that Russia’s massacre of Ukrainians in the city of Bucha will be considered genocide. “This is the tip of the iceberg,” he said. “It’s going to be an airtight case but it's going to take a long time to sift through the mountain of evidence.”
