Books tell the story of Fugitive Safe Surrender, the Cleveland program that became a national success
The Plain Dealer: Daniel Flannery, director of Begun Center for Violence Prevention Research and Education at the Mandel School, discussed his recently published book “Wanted on Warrants: The Fugitive Safe Surrender Program," a book that chronicles the massively successful Fugitive safe Surrender program. "It's an important story to tell,'' Flannery said.
