Romney seen scuttling EPA proposals, letting rules stand

His efforts, however, would likely be limited to preventing new regulations from not going forward, rather than repealing current regulations. “The biggest difference we would see is on the rules, going forward,” said Jonathan Adler, the Johan Verheij Memorial Professor of Law.
