Division of Public Safety participates in disability assistance programs

The Case Western Reserve University Division of Public Safety proudly participates in two disability assistance programs: the Blue Envelope Initiative and the National Public Safety Alliance for Individuals with Disabilities (NPS-AID). Through its involvement in NPS-AID, Public Safety became the first police department in Ohio to establish a chapter.

Both voluntary programs are designed to improve communication and foster understanding between law enforcement and individuals with disabilities who may need additional awareness or accommodations during encounters.

The Blue Envelope is a simple tool that alerts officers an individual may communicate, behave, or respond differently due to a disability, medical condition, or neurodivergence. It keeps important documents, such as a driver’s license, registration, proof of insurance, emergency contacts, or relevant medical information in one place to support safe and informed interactions. Blue Envelopes are available through the Division of Public Safety, Disability Resources, and the Cuyahoga County Board of Developmental Disabilities.

NPS-AID is a secure, web-based platform that provides first responders with participant-approved information before or during an encounter. This may include emergency contacts, photos, communication preferences, de-escalation strategies, medical or behavioral considerations, and other critical guidance. Unlike local registries, NPS-AID operates nationwide, allowing authorized agencies to access updated information across jurisdictions, ensuring continuity of awareness wherever an interaction occurs.
