Blue Envelope Program
CWRU PD is proud to offer the Blue Envelope Program. The program is designed to enhance better communication between emergency service personnel and community members diagnosed with a disability or medical condition such as Autism Spectrum Disorder, Anxiety, Alzheimer’s/Dementia, or any other conditions that might require awareness or accommodations during interactions with law enforcement.
This program helps law enforcement officers assist individuals with special needs and provides the officers with a better understanding of the individual they are interacting with. In the event of an emergency, the envelope contains information about the individual’s special needs, their emergency contact, and other information that can be provided to a first responder.
How it works
- Participants Anyone can voluntarily participate.
- Envelope contents Participants place copies of their driver's license, vehicle registration, proof of insurance, and a form with information about their specific needs and a contact person in a special blue envelope.
- Notification When stopped, the participant hands the blue envelope to the officer. The envelope's color and the information inside immediately notify the officer that the driver may have a disability.
- Training Many programs include law enforcement training on how to communicate with individuals with different abilities to ensure a safe and respectful interaction.
- Goal The program aims to improve communication, enhance safety for both the public and officers, promote inclusivity, and ensure reasonable accommodations during interactions.
National Public Safety Alliance for Individuals with Disabilities (NPS‑AID)
Case Western Reserve University Police Department joined the National Public Safety Alliance for Individuals with Disabilities (NPS‑AID), making us the first university police department in Ohio to adopt this innovative platform and establish a local NPS‑AID chapter!
This partnership reflects our ongoing commitment to building a public safety model rooted in accessibility, dignity, and community care. NPS‑AID is transforming how law enforcement and individuals with disabilities and special needs connect, communicate, and collaborate. By joining the alliance, we are strengthening our ability to serve every member of our campus community with understanding, preparedness, and respect.
