Chisholm Distinguished Research Scholar and professor of law, said President Trump's executive order on elections could be disruptive even if courts strike it down, as it “relies heavily on the belief that there is a substantial amount of fraud.” He predicted lawsuits if states lose federal funds. “I think that is the fault line where the lawsuit will happen,” Ellis said.
