Gerhart Distinguished Research Scholar at the School of Law, said he believes Cleveland's invocation of the Modell Law, despite its legal vagueness, is a strategic negotiation tool to keep the Browns downtown. Chaffee noted Mayor Jusin Bibb is leveraging every tactic to complicate relocation efforts and pressure ownership, especially given the ongoing backlash against the Haslams.
