Signal Cleveland: Jonathan Entin, the David L. Brennan Professor Emeritus of Law, said the U.S. Department of Justice can’t simply dismiss Cleveland’s consent decree—it would need court approval. However, he said, “as a practical matter, could the Justice Department walk away? Yeah, probably.” The decision would then be left to the courts to decide.
