Hahn Professor of Law and co-director of the Law-Medicine Center, noted that the Social Security Fairness Act repeals the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO), restoring full benefits to many public-sector retirees. “I think it was an effort to reduce Social Security costs,” she said, but added that the $190 billion price tag is “not trivial” and could hasten trust fund insolvency.
