Spectrum News: Juscelino Colares, the Johan Verheij Memorial Professor of Law, said Venezuela’s direction has “changed profoundly” but cautioned that 27 years of authoritarian rule won’t change overnight. He said the oil deal may not lower U.S. gas prices because international oil prices matter, while arguing Venezuela could benefit socially and economically and gain hope for future elections.
