The Plain Dealer: Joseph Prahl, professor of mechanical and aerospace engineering, discussed the science of the wind-chill effect that was experienced in Cleveland this past week. “The wind and low temperatures work together to pull heat away from your [exposed] skin,” he said. “That’s why they call it the wind-chill effect.”
