Joel Morales drives innovation and efficiency in financial compliance for research at Case Western Reserve

Joel Morales prides himself on finding new ways to bring simplicity, speed and efficiency to complex administrative processes so Case Western Reserve University researchers can focus their energy on advancing their discoveries.

As senior executive director for Post-Award Administration for the Office of Research Administration, Morales oversees the financial management of the university's $643 million research portfolio. 

PASC, a unit of the Office of Research and Technology Management (ORTM), works to ensure CWRU remains financially compliant and fiscally sound, "while maximizing the funding that supports groundbreaking research," he said. “We help get the university paid accurately and on time, while also safeguarding the university’s reputation and ensuring that faculty have the financial infrastructure they need to keep their research moving forward.”

This spring, he was selected to represent the university as a fellow at the inaugural Ohio-based Research Leadership Regional Community of Practice. The initiative brings together research administrators and emerging research leaders from institutions across the state to engage in mentorship, professional development, and peer collaboration aimed at strengthening research leadership and advancing research administration practices statewide. 

Morales didn't start his career with research administration in mind, but rather found his way there organically. His hospitality management background taught him the importance of customer service, attention to detail and problem-solving under pressure. His time in the Department of Molecular Biology and Microbiology supporting grant submissions for the Center for AIDS Research (CFAR) gave him "a front-row seat to how science and funding intersect" and sparked his interest in research administration.

He then joined ORTM’s sponsored projects accounting team, where he developed deep technical expertise in federal regulations and post-award financial management. Over time, he built a strong foundation in compliance, financial oversight, and operational leadership. Along with earning a Master’s in Healthcare Management from CWRU, these experiences prepared Morales for executive-level roles, he said.

Morales and the Post-Award Services and Compliance (PASC) team work diligently to monitor the rapidly changing federal regulations landscape to "anticipate upcoming changes rather than react to them, so that CWRU remains ahead of the compliance curve," Morales said.

As CWRU is preparing for continued growth in its research portfolio, Morales and the team are preparing to scale systems, improve reporting tools and expand staff training to maintain compliance without slowing innovation, he said.

"One of the biggest areas we are exploring is how to integrate artificial intelligence and automation into research administration," said Morales, adding examples such as using AI to help document workflows, generate training materials and streamline financial reconciliation. “While we continue to explore greater automation, we have already implemented several workflow improvements that help streamline processes and strengthen internal controls."

Outside of CWRU, Morales serves as treasurer on the Board of Directors of the LGBT Community Center of Greater Cleveland. He oversees budgeting and financial stewardship for the nonprofit—work that has strengthened his commitment to community service and inclusive leadership. He carries these values into his work at the university.

Research administration is "an incredibly collaborative field," Morales said. Every day, the team partners with investigators, departments, management centers, and sponsors—each with different priorities.

"Balancing those relationships requires both technical expertise and a service mindset, which is what makes the work rewarding," he said.
