What happens when a city changes its mind about a data center?
cleveland.com: Eric Chaffee, the John C. Hutchins Professor of Law, said a recent lawsuit will test whether a city can reverse course after encouraging a project. He said Thor Equities may have a strong legal argument because developers gain rights once projects are underway, making it difficult for cities to “back out” or relocate developments.
