Joe Andre is a Research Associate at the Center on Poverty and Community Development at Case Western Reserve University, where his work sits at the intersection of analytical practice, data stewardship, and relationship management. His role includes sustaining long-term partnerships across the integrated data system and translating complex administrative data into research, evaluation, and decision-support tools that move data into action.

Joe also serves as Senior Data Fellow with the School Support and Improvement team at Baltimore City Public Schools, where he supports college and career readiness efforts through automated reporting, data-informed planning, and analytic support tied to changing state policies and accountability requirements. His work helps school and district leaders use data more effectively to guide strategy, implementation, and continuous improvement.

His background spans community development, economic development, elections administration, and human resources. Across these roles, his work has centered on bridging technical analysis and data system development with the human side of organizations, including strategy, collaboration, coordination, and implementation, in support of thoughtful and meaningful change.
