At Case Western Reserve University (CWRU), we are honored to support veterans, active-duty service members, and military dependents as you pursue your educational and career goals. Navigating military education benefits can feel complex, but our team is dedicated to ensuring your funding process is transparent, efficient, and fully aligned with federal and university regulations.

Student Protections While Awaiting Payment

In compliance with Department of Veterans Affairs (VA) standards and CWRU institutional policies, military-connected students using VA educational benefits receive specific billing, enrollment, and administrative protections while awaiting payment from the VA:

  • No Late Fees or Access Restrictions: CWRU will not impose penalties, including late fees or denial of access to classes, libraries, or other university facilities, while awaiting tuition and fee payments from the VA.
  • 120-Day Resolution Window: If CWRU has not received your VA payment within 120 days after the charges are certified, we’ll collaborate with the VA to determine the cause of the delay. Once assessed, you may become responsible for the unpaid balance if the university and the VA determine that funds will not be received.

To ensure these protections apply to your account, you must complete your eligibility requirements and submit your documentation to the School Certifying Official (the CWRU staff member who officially reports your enrollment to the VA so your benefits can be processed) before the start of classes. Understanding Your Financial Aid & Expenses

When combining military benefits with federal or institutional financial aid, it’s important to know exactly how your expenses and aid are categorized. The table below breaks down the different categories of costs and aid and provides examples of each category. How VA Benefits Interact With Your Financial Aid

Understanding how your VA benefits work alongside other financial aid can help you plan for your educational expenses. The information below covers the financial aid-specific aspects of your VA benefits. Federal Aid Is Protected

Federal Pell Grants and Federal Direct Student Loans are never subtracted from tuition charges reported to the VA. You may retain these funds for non-billed living and personal expenses, up to your total Cost of Attendance.

Chapter 31 — Veteran Readiness & Employment (VR&E)

VR&E benefits pay CWRU directly for tuition and mandatory fees and are not reported as financial aid to the Office of University Financial Aid. This means VR&E payments will not reduce your eligibility for federal aid, including Federal Direct. Student Loans, which you may use to cover living and personal expenses up to your total Cost of Attendance.

Chapter 33 — Post-9/11 GI Bill® & Yellow Ribbon

Chapter 33 covers tuition and mandatory fees up to the VA's annual national maximum for private institutions. If your costs exceed this cap, the Yellow Ribbon Program may cover the remainder for students using Chapter 33 at the 100% eligibility rate.

  • Yellow Ribbon Matching: After the base Chapter 33 benefit is applied, CWRU and the VA split any remaining tuition and fee balance 50/50. How your institutional aid factors in depends on your student level:
    • Undergraduate students: CWRU merit scholarships are redirected toward on-campus housing and meal plan costs rather than tuition — so your scholarship is not lost, just applied elsewhere. If your scholarship exceeds your housing and meal plan charges, it will be reduced to match those costs. Your scholarship will not shift to cover books, supplies, or personal expenses because Chapter 33 includes a stipend paid directly to you by the VA for that purpose.
    • Graduate and professional students: Institutional funding is generally tuition-specific and will be subtracted from tuition charges before the Yellow Ribbon calculation is applied.
    • All students: Institutional funding awarded after your Yellow Ribbon eligibility is determined will be applied toward CWRU's matching requirement.
  • VA Stipend for Books, Supplies, and Personal Expenses: Chapter 33 students receive a stipend paid directly by the VA to help cover books, supplies, and personal expenses. This payment comes from the VA and is not administered by CWRU. We encourage you to use these funds for those costs, as your aid offer is structured with the expectation that the VA stipend will help cover them. Additional institutional aid will not be provided for these expenses.
Tuition Assistance

Active duty service members combining Military Tuition Assistance (TA) with VA benefits should be aware of the following:

  • With Chapter 33: TA is applied to tuition first. The amount covered by TA is then deducted from the balance reported to the VA, reducing what Chapter 33 covers and ensuring no duplication of benefits.
  • With Chapter 30: TA is applied directly to tuition charges.

After TA and all other aid have been applied, you are responsible for any remaining balance on your student account.

All Benefit Chapters - also includes Chapter 30 and 35

Your aid and VA payments are applied directly to your CWRU student account. If your total aid exceeds your billed charges, the surplus will be refunded to you, typically within 14 days, to help cover other expenses such as housing, food, books, and personal costs.

If your benefit pays you directly rather than the university (Chapter 30, Chapter 1606, or Chapter 35), you are responsible for using those funds to pay any remaining balance on your student account after your other aid has been applied.

Your total funding from all sources cannot exceed your Cost of Attendance. If your combined aid exceeds this limit, your CWRU institutional funding will be reduced accordingly.


Step-by-Step Guide to Activating Your Benefits and Maximizing Your Aid

  1. Submit Documentation to the School Certifying Official (SCO): Submit your VA Certificate of Eligibility (COE) or VR&E Authorization (VA Form 28-1905) to the CWRU University Registrar's Office before the start of the semester.
    • Visit the VA Chapter Benefits page for more information on benefit chapters and required documentation.
  2. Submit Your FAFSA (strongly recommended): Complete the Free Application for Federal Student Aid (FAFSA) using CWRU school code 003137. This determines your eligibility for federal grants and loans to help cover non-billed living expenses.
    • The deadline for incoming students varies based on the admission deadline.
    • The deadline for current students is April 1.
  3. Submit Your CSS Profile (strongly recommended for undergraduates only): Complete the CSS Profile using CWRU school code 1105. This determines your eligibility for CWRU grants, which don’t have to be repaid.
    • The deadline for incoming students varies based on the admission deadline.
    • The deadline for current students is April 1.
  4. Monitor Your Student Information System (SIS) Account: Your aid and VA payments are applied directly to your university bill. If your aid exceeds your billed charges, the surplus will be refunded to you, typically within 14 days of receiving the funds, to help cover expenses like housing, food, and personal expenses.

What Happens Next? CWRU will certify your enrollment with the VA after you complete these steps and your enrollment is finalized. You'll receive a confirmation email when this is done. VA payments typically begin arriving within 4–8 weeks of certification. Note: You will also need to complete a VA Education Benefits Survey provided by the University Registrar’s Office via email each semester to confirm your continued enrollment and benefit use.
