This guide provides comprehensive standards for classifying, handling, and protecting institutional data. To comply with federal regulations (including FERPA, HIPAA, and GLBA) and organizational security policies, all data must be categorized into one of three levels: Restricted, Internal Use Only, or Public.
Below, you will find clear definitions, real-world examples, and simple classification rules for student records, protected health information (PHI), procurement contracts, and financial data. Faculty, staff, and partners should use this resource to ensure sensitive information is safeguarded appropriately and compliance requirements are met at all times.
FERPA protects the privacy of student education records.
Restricted Data:
- Student Social Security Numbers (SSNs)
- Driver's license or state identification numbers

GLBA governs how financial institutions collect, handle, and protect private consumer financial data.
Under GLBA (Gramm-Leach-Bliley Act), financial aid records often contain Nonpublic Personal Information (NPI) and should be classified as Restricted when linked to an identifiable student.

Classification Rule:
Restricted (GLBA):
- Student identifier + financial information
- Student identifier + FAFSA data

- Student identifier + financial aid awards or eligibility determinations
Internal Use Only:

Rule of thumb: If a record identifies a student and contains information used to determine, administer, disburse, or manage financial aid, it should generally be classified as Restricted under GLBA safeguards.
Access Controls Tips
It is everyone’s responsibility to ensure access controls, periodic access reviews, and data retention controls are implemented to reduce the risk associated with sensitive information.
These practices are foundational to protecting Restricted and Internal Use data and maintaining compliance with applicable regulations and policies.
Controls for access permissions settings ensure that authorized individuals can view, modify, or share sensitive data. This will reduce the risk of accidental disclosure, unauthorized access, insider threats, and data breaches.
Controls for access reviews at least annually because individuals change roles, leave the organization, graduate, transfer departments, or no longer require access to specific systems and data. Periodic access reviews help validate that permissions remain appropriate.
Controls for data retention best practices. Data should only be retained for as long as there is a legitimate business, legal, regulatory, research, or operational need. Retaining data indefinitely increases the organization's risk exposure and storage costs.
