Message from the Associate Dean for Research
Dear FPB Faculty, Staff, and Students:
Since 2017, I’ve had the privilege of serving as Assistant Dean and then Associate Dean for Research of the Center for Research and Scholarship. These roles have shaped me in profound ways—as a leader, collaborator, and advocate for research. I’ve learned the value of listening closely, leading with transparency, and creating conditions where people and ideas can thrive. Above all, I’ve gained a deeper appreciation for the dedication and ingenuity of our community.
In July, I will step into the role of Dean, following Dr. Carol Musil’s impactful leadership. I’m honored by the opportunity and mindful of the responsibility.
Serving our research community has been one of the most meaningful parts of my career. Together, we’ve strengthened our infrastructure, expanded our impact, and built a strong foundation for the future. These gains reflect your talent, commitment, and shared purpose.
This work belongs to all of us. Each of you plays a critical role in advancing our research mission, and I am grateful for your continued efforts.

Grants and Awards
STTI Leadership Education Grant
Rayhanah Almutairi, PhD student at the School of Nursing, was recently awarded an Edith Anderson Leadership Education Grant from the Sigma Foundation for Nursing to attend Sigma’s 36th International Nursing Congress this July in Seattle, Washington. She will give an oral presentation at the conference, “A Systematic Review of Artificial Intelligence and Nursing Education: What Do We Know?” Leadership education grants help Sigma members attend these conferences to disseminate their work and expand their professional network.
SAGE Faculty and Graduate Student Paper Awards
The Western Journal of Nursing Research (WJNR) and the Midwest Nursing Research Society (MNRS) are now accepting submissions for the SAGE Best Faculty Paper Award and the SAGE Best Graduate Student Paper Award.
This prestigious award recognizes outstanding scientific manuscript contributions to WJNR by MNRS members. One faculty-authored and one student-authored manuscript will be selected, with each winner receiving a $500 prize from SAGE Publishing.
Submission Deadline: Sunday, June 1, 2025. More information on the WJNR/MNRS (SAGE) Best Paper Awards can be found at the link above.

Updated NIH Processes for No-Cost Extensions
The National Institutes of Health (NIH) has temporarily disabled the No-Cost Extension (NCE) functionality in eRA Commons as staff review all existing grants and cooperative agreements to ensure that NIH awards do not fund off-mission activities or projects.
All NIH NCEs must include the required documents for Prior Approval:
- Progress report (about 1 page)
- Budget and budget justification (On SF424 or PHS forms)
- Justification for the extension
- IACUC approval if applicable
- IRB approval if applicable
Please consult with CFRS staff and leadership about any plans to request an NCE.
IDC RATE On Federal Projects
The in-direct cost (IDC) rate on all federal proposals should be 61% on campus activities and 26% for off-campus activities. This includes proposals to the NSF.
Executive Order on Improving Safety of Biological Research
On May 5, 2025, the White House issued an Executive Order on Improving the Safety and Security of Biological Research. This new policy is intended to replace the 2024 United States Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential (DURC/PEPP Policy) and supersedes its implementation at NIH previously set to take effect May 6.
