This new rate agreement is effective for all new grants awarded on or after July 1, 2025 and is in effect for the next four years until June 30, 2029. The new negotiated rate for on-campus organized research will be 57.0%. This rate replaces the previous rate of 61.0%.

- Existing Awards: Please note that this change does not affect any grants awarded prior to July 1, 2025. All existing awards will continue to use the F&A rate that was in effect at the time of the award through the life of the award.
Uniform Guidance Changes
As a result of CWRU’s new F&A rate approval the following Uniform Guidances changes in effect.
- We can now include indirect costs on the first $50,000 of subcontracts. (This is an increase from the previous $25,000.)
- The indirect cost de minimis rate for entities without an approved IDC rate is 15%. (This is an increase from the previous 10%.)
- The amount of fixed amount subawards a recipient may provide with prior written approval from the federal agency is $500,000. (This is an increase from $250,000)
- The threshold for retaining supplies at the end of a project is now $10,000. (This is an increase from the previous $5,000.)
