NIH now requires each individual designated as senior/key personnel to provide an annual certification regarding participation in a Malign Foreign Talent Recruitment Program (MFTRP). This is effective for all NIH Research Performance Progress Reports (RPPRs) submitted on or after Jan. 25, 2026.
Action Required
- Senior/Key personnel who submitted an updated Other Support (OS) document using the NIH Common Form via SciENcv do not need to upload a separate certification. The generated file includes the required statement.
- All others must upload a signed certification statement in Section G.1 (Special Notice of Award and Funding Opportunity Announcement Reporting Requirements) for each senior/key personnel.
- Name the file: ‘MFTRPcert_[Name].pdf
- Uploaded a separate file for each senior/key person
- Access a fillable PDF to meet this requirement
